To have that happen you would have to be someone. Older, seriously known to the community, knock some elbows with the local politicians, donate money, be seriously established, etc. with some sort of combination of such things.
For the average guy or even one one with some money will find simply purchasing the weapon expensive. You will need the paperwork in order to just buy it and the guy selling it is probably not going to wait while you square this away...... unless you are paying big bucks.
It is not a poor man's hobby to have automatic weapons. And while collecting and for show is all fine and well an automatic version is not really helpful. A semi in well practiced hands in far more effective than an auto in ill practiced ones.

Which surplus weapon to buy next? I have already bought a WWI M95 Steyr Stutzen carbine, but the ammo is expensive, and these rifles aren't regarded for there accuracy lol. Looking for something under $250. 91/30's are everywhere, so looking for something different than that, always can get one later, unless it is a early one, special markings etc. Or if it was of Exceptional quality. Personally, I am a fan of the K-31 rifle. I own two of them and really like them. There was been quite a few that have hit the reseller markets lately. J&G has their low end Beech stocked K-31s on sale for $200 right now. Their "very good" grade beech stock K-31s are only $220 right now. There are still a ton of M91/30s on the market. Classic Arms have a batch of the early Dragoon Era rifles. One of those will set you back $120 plus shipping and transfer http://www.classicarms.us/firearms.htm. If you are looking for a plain vanilla 91/30, check J&G again. they have them starting at $70.
Personally, I've been tempted to get a Yugo Mauser (since the German K-98s have dried up). Samco Global has the best price on those https://www.samcoglobal.com/1-M24-47.html . They also have some Spanish M1916 Mausers chambered in 308 Win that are cheap and i found interesting https://www.samcoglobal.com/1-1916.html .
The only other surplus rifle I have seen in quantity lately is the WW2 British Enfields. Classic Arms have them for about $200 a piece (sorry, have a few of those already as well, so I haven't been following them closely). I think they are a great rifle and I have a Gibbs rework I use for deer hunting).

I know that nowadays most regular troops are given M4 carbines or occasionally the M16A4, but if a particular soldier wanted to use an M14 and there were surplus available, would he be allowed to, or can he only use the weapon he is assigned? The M14 is only used now as a modified gun for sniping, so I guess it wouldn't be too practical for infantry. The fourth answer makes sense about the ammo supply and maintaining the weapons. Yes there is choice. The Army will chose which weapon you are issued based on your specific assignment within the inifantry squad/platoon/company. Who gets what is laid out in U.S. Army Field Manual FM 7-8 Infantry Squad and Platoon.
