1. when it is decreasing....when f is decreasing, the vehicle is moving away from u....refer to the doppler effect diagram to get the idea...
2. coz when all march together simultaneously, they force the bridge's molecules to vibrate...we call this forced vibrations...when done long enough, the bridge might vibrate at its natural/resonant freq, thus causing the bridge to collapse....

4. interfere means that the waves share the same place at the same time, or overlapping...
