You always need a resistor with a LED. In your case, with the voltages so close, you may still have problems.

The Sony HDR-HC7 and HDR-HC9 have not been made for a couple of years. If you find one, it is because it us used, the store bought extra stock and has not been able to move them or because the units are refurbished. Neither is "bad", exactly - I'm just sharing a heads-up. The built-in infrared emitter that allows for NightShot mode has a throw of about 8-10 feet. Closer is better. External, add-on, IR lights for longer throw are available from Sony.
The least expensive new miniDV tape based camcorder that meets most of your needs is the Canon HV40... but it does not do zero light (and does not have a built-in IR emitter). Adding an exterrnal one won't help. I don't think it has a LANC port, either, but it does have a manual focus thumb-wheel, mic in jack, manual audio control and headphone jack - but you can confirm all this by downloading the manual and reading through it.
Whether AVCHD files "works" with Windows 7 is pretty much irrelevant. The MTS files are not something the operating system uses - it is the video editor running on the OS that matters.
The extreme conditions you want to use the camcorder is are good to know. If you *think* you have selected a camcorder - DO NOT buy it. Go to the manufacturer's website and download the manual.

Your requirements are outside the specified range. This will be similar for most other electronics (including camcorders).
I don't think miniDV tape and the dust conditions are a very good idea, either.
Now for the lens filter diameter. Assuming you are allowed to use the lenses, you would normally get a "step up" lens. Again, using the HC9 as the example... page 100 in the manual says it has a 37mm filter lens diameter. This means a 37mm - 54mm "step up ring" would be needed. A quick search at bhphotovideo yielded no hits. A quick Yahoo! search did not provide anything very promising. I have no resolution to this.
The closest I can get you to a new camcorder that meets all your requirements (except the environmentals and price and lens filter diameter) is the Sony HDR-A1. It is the pro-sibling of the consumer grade HDR-HC1 - I have an HC1 and like it a lot. The A1/HC1 have a 37mm filter diameter, too.
I've been using the inexpensive Sony Premium miniDV tapes for 5+ years and have over 400 tapes in my archive. I do not re-use tapes. When the tape fills (or when a I get a new topic), take the tape out, lock it, mark it, put it in its case for later importing, insert a new tape and capture for as long as I have blank tapes and power. I have never had a problem - though I have had to use a head cleaner tape twice.
You "need" a hot shoe? Why? Maybe for a manufacturer's proprietary mic - but that is not recommended for best quality. To use the camcorder's battery for a video light? Again, not recommended - unless you are planning to get high capacity rechargeable batteries from the camcorder's manufacturer, too (third-party batteries are not recommended). What else is a "hot shoe" for? Typically, they are for still cameras that need to time the shutter opening and flash firing.
You need to change your requirements and possibly increase your budget.
