Flares are pretty high power by definition, designed so they can be seen over a long distance. What I'd recommend is making your own, so you can control the power. What you'll need is some potassium nitrate (technical grade)- cheap off ebay, some sugar, and some food colouring - to get the right colour. There are plenty of examples online of how to make these, and you can mould them into whatever shape you want. Some fuse might also be a good idea so you can have a bit of time after lighting it to get into position before the flare itself starts to burn.
