No. Citizenship refers to a country. It has nothing to do with ethnicity.
What you have is likely a treaty card which allows you special privileges as outlined in a pact signed many years ago.
You would be a dual citizen if you, for example, married a australian, and passed their immigration laws, you would have dual citizenship in both canada and australia. It is actually quite hard to hold dual citizenship, and is usually awarded at birth by being born in another country. It used to be much easier, but is getting increasingly difficult.

Where can I find out more about the Cree Nation/Algonquin Language online? Family stories have always said that we had Cherokee blood. Genealogy has been pretty fruitless. I bought the books that had prints of the Dawes Roll, the Baker Roll.
Recently, I had my DNA taken and I pull up majority Central Asia, and Alaska Indian, more defined lately have gone to Cree Indian. I have a sense of wanting to belong where I am lead. I don't care about taking advantage of the system for education, etc. That ship's sailed. My calling is to belong to my tribe and be active to make some positive contributions with my time and energy, as well as teaching my children a valuable part of their heritage.
